Rinse the rice until the water runs clear. Put in a small saucepan with 250ml (1 cup) water, cover and bring to a simmer over medium heat. Reduce the heat to low and cook for 12 mins or until tender and the water is absorbed. Turn off the heat and stand, covered, for at least 5 mins. Fluff the rice with a fork.
Step 2 — Prep veggies
Meanwhile, cut the capsicum into 2cm chunks. Quarter the carrot lengthwise, then thinly slice. Thinly slice the onion. Thinly slice the garlic.
Step 3 — Stir-fry beef
Combine the oyster sauce, 3 tsp soy sauce and 1 tsp freshly ground black pepper in a bowl. Separate the beef stir-fry. Heat 1 tbs vegetable oil in a large frypan over high heat until very hot (see Kitchen 101). Stir-fry the beef for 1-2 mins until browned. Remove from the pan.
Step 4 — Stir-fry veggies
Heat 1 tbs vegetable oil in the same pan over medium-high heat. Stir-fry the capsicum, carrot and onion for 2-3 mins until golden. Add the garlic and stir-fry for 1 min or until fragrant.
Step 5 — Serve up
Add the beef and oyster sauce mixture to the veggies and cook for a further 1 min or until the sauce is slightly reduced and the veggies are tender. Remove the pan from the heat. Divide the rice and beef stir-fry among bowls and enjoy!

Ensuring the pan is really hot before adding the beef prevents it from stewing and gives it a nice browned finish.
