Peel and finely grate the ginger. Coarsely grate the carrot. Thinly slice the spring onion. Crush or finely chop the garlic. Coarsely chop the broccoli stem, then cut the head into small florets. Put the ginger, miso, 1 tbs water and 2 tsp honey in a bowl and stir to dissolve the honey.
Step 2 — Cook carrot and rice
Rinse the rice until the water runs clear. Heat 2 tsp oil in a small saucepan over medium heat. Cook the carrot, stirring, for 1-2 mins until softened. Stir in the rice. Add 250ml (1 cup) water, cover and bring to a simmer. Reduce the heat to low and cook for 12 mins or until the water is absorbed. Turn off the heat and stand, covered, for at least 5 mins.
Step 3 — Make dressing
Meanwhile, put the spring onion and garlic in a heatproof bowl. Heat 1 tbs oil in a small frypan over medium-high heat until shimmering. Remove from the heat, then carefully pour the oil over the spring onion. Reserve the pan. Add 2 tsp soy sauce and 2 tsp white vinegar to the spring onion mixture and season with pepper.
Step 4 — Stir-fry broccoli
Heat 2 tsp oil in a medium frypan over high heat. Stir-fry the broccoli for 4 mins or until slightly charred. Carefully add 1 tbs water and cook, covered, for 2 mins or until tender. Remove from the heat.
Step 5 — Cook fish
While the broccoli is cooking, pat the fish dry with paper towel, rub with 2 tsp oil and season with salt and pepper. Heat the reserved pan over medium-high heat until hot. Cook the fish, skin-side down, covered, for 3 mins. Turn and cook, uncovered, for 4 mins or until cooked through (cooking times may vary depending on thickness of fillets).
Step 6 — Get ready to serve
Add the miso mixture to the fish, then remove the pan from the heat. Add the sesame oil to the rice, season with salt and pepper and fluff with a fork. Divide the rice, fish and broccoli among plates. Drizzle with the spring onion dressing and scatter with the sesame seeds to serve.
