Rinse the rice until the water runs clear. Put in a small saucepan with 250ml (1 cup) water, cover and bring to a simmer over medium heat. Reduce the heat to low and cook for 12 mins or until tender and the water is absorbed. Turn off the heat and stand, covered, for at least 5 mins. Fluff the rice with a fork.
Step 2 — Prep ingredients
Meanwhile, cut the capsicum into 1cm-thick strips. Thinly slice the spring onion, keeping the white and green parts separate. Crush or finely chop the garlic. Peel and finely grate half the ginger*. Combine 2 tbs soy sauce, 2 tsp sugar and 1½ tbs water in a bowl. Combine 2 tsp cornflour* and 3 tsp water in a separate bowl.
Step 3 — Start stir-fry
Separate the beef stir-fry and pat dry with paper towel. Heat 2 tsp vegetable oil in a medium deep frypan over high heat until very hot. Stir-fry the beef for 1-2 mins until browned. Remove from the pan. Heat 2 tsp vegetable oil in the pan over high heat. Stir-fry the capsicum for 2-3 mins until softened.
Step 4 — Finish stir-fry
Add the garlic, ginger and white part of the spring onion to the capsicum and stir-fry for 1 min or until fragrant. Add the soy sauce mixture, beef and any resting juices and bring to the boil. Reduce the heat to medium and add the cornflour mixture, stirring constantly. Cook for 1 min or until the liquid boils and thickens. Remove the pan from the heat.
Step 5 — Serve up
Divide the rice and beef stir-fry among bowls, scatter over the remaining spring onion and enjoy!
